I love this: "The team is often part of the highest risk project, and so are having to learn how to work in Agile and Scrum for the first time as they also try to deliver a project that has a high chance of failure, or failure would have a high negative impact on the organisation, or maybe even both." It has been my experience that the decision to go Agile (poof! you're Agile!) often comes as a measure of last resort on projects/programs that are struggling or even failing to deliver. It's the "Agile will fix everything" magical thinking.
